Last week, in the article "The Crisis in the Shadow of Illusions", published in the newspapers "Pravda" and "Soviet Russia", I published my detailed analysis of the situation in the country. It came out on the eve of the government's report. Got a lot of responses. The results of this analysis are extremely disturbing. We are obliged to warn the society that the continuation of the current socio-economic course threatens Russia with a complete collapse.
Fundamental changes are coming, a whole era is changing. Aggressive speculative capitalism is writhing in the throes of crisis. That is why truthful and accurate assessments of the situation and an understanding of the prospects for our development are so important to us today.
A little backstory. I want to remind you that in 2009, at the World Political Forum in Yaroslavl, Medvedev gave a fairly honest assessment of the situation in the country. I am quoting the meaning of his statements: the country has been driven into a dead end in terms of raw materials, it is in dire need of modernization, and corruption has infected all public authorities. We need a strong team and very effective work.
The citizens of our long-suffering Russia hoped that real modernization would indeed unfold in the country. After all, serious promises were made to society at all levels. Let's say Putin demanded the creation of 25 million new modern jobs. Although he did not say in what industries and in what way. It was promised and 20 trillion. rubles to strengthen our defense, of which 5 trillion. were intended for aviation, the most science-intensive branch of the military-industrial complex. Moreover, during the election campaign they were given promises of powerful social support from the population. It was estimated at almost 6 trillion. rubles. At the same time, a number of projects were made public to solve the housing problem, the development of education and health, agriculture ...
Time has passed, and now let's calculate what the country actually received.
Economy. To realize these promises, the authorities had to achieve at least a five percent economic growth. In fact, a new wave of crisis has already covered Russia. Economic growth fell to 1% in the first quarter of this year, while industrial production indicators generally went into the red. At the same time, we received another million unemployed. More than 300,000 small and medium-sized entrepreneurs went bankrupt outright. Only corrupt officials prosper: the louder the authorities fight them, the more abundantly they multiply.
What about our finances? In the same first quarter, 25 billion dollars flowed out of Russia, i.e. 750 billion rubles. At the same time, the government sent 900 billion rubles of oil and gas revenues to foreign banks. Almost 450 billion were taken away from the treasury by a sharp decline in production. In total, in the past quarter, the country was missing more than 2 trillion. rubles.
Now let's look at debt. State and corporate external debt reached 623 billion dollars. Last year it grew at the highest rate - 17 percent. Plus, regional debts, which at the beginning of the year amounted to 1 trillion 400 billion rubles. And for the first quarter of this year, they increased by another 500 billion rubles. Republics, territories and regions are simply strangled by lack of money. At the same time, the country's gold and foreign exchange reserves "shrank" by almost $70 billion, so that today they are $109 billion less than the external debt. As you can see, the situation is simply awful. Let's face it, the country smells of a new default.
What is the government doing in such conditions?
It thoughtlessly and without preparation drags Russia into the WTO, which destroys the last surviving enterprises in mechanical engineering and in the countryside. Organized a pogrom in the army. Turned police into police. Conducts an unprecedented housing and communal robbery, dumping on impoverished citizens and major repairs. It contributes to the fact that fires and lawlessness in the forest regularly cover the entire space of Russia. The uncontrolled invasion of migrants is provoked by a rapid increase in crime. With such a policy, the authorities consistently incite ethnic hatred.
The country, in fact, has become a criminal testing ground, a commodity exchange. Already 90% of large property is under foreign control. We are more than ever tightly tied to the "pump" that pumps our wealth abroad. The share of raw materials in Russian exports has reached 90%. The import of machinery, equipment, foodstuffs, medicines has exceeded all permissible limits. We stopped making the simplest products.
I want to emphasize that the oil and gas complex is already operating mainly on foreign equipment. It is worth cutting off its supplies, and everything will stop within two to three months.
Under government talk about freedom of movement and labor mobility, Russian Railways removes 235 interregional routes. Even the Astrakhan-Volgograd train, which had been running smoothly since 1895, was canceled. In fact, a new serfdom is being introduced.
What does the government see as a way out of this situation? Yes, everything is the same: whom to rob, whom to intimidate, and give something to your own. It is proposed to once again lay all shortfalls on the shoulders of the people, three-quarters of which ekes out a miserable existence. Cut all social spending: on education, health care, support for low-income segments of the population. And continue to sell property, including strategic. Continue exporting money across the cordon. Although the yield on our investments last year was less than 2%. We ourselves take loans abroad at 5-8%, and we give them to business people at 12-15%, or even at 20%. Under such conditions, no industry can develop normally.
The destruction of universities continues. Ministerial bureaucrats propose to liquidate even the Academy of Sciences. They are preparing to raise property taxes that will affect tens of millions of citizens who have privatized their small apartments.
I'm not talking about the pension reform, which is turning into another cynical deception. In order to “work out” the minimum pension of 40% of the salary by European standards, a person will have to “plow” for 30 years. And this is without taking into account studying at a university, serving in the army and caring for a child. Plus, work for another five years after reaching retirement age. And at the same time receive a salary above the national average, which today is 27 thousand rubles. But not everyone receives this salary. In mechanical engineering, it is 17-18, in the countryside - 10-12 thousand. Similar salaries in culture, education and medicine. That is, the majority of citizens who create the main values in the country will not receive even this small pension.
And in order to consolidate such a disastrous course, they also impose on society a political “modernization”: elections without a choice. The party system is turning into a vinaigrette, into a mush. And the elections - in the rivalry of administrative arbitrariness, criminal groups and informational violence. Today, more than six dozen parties have already been registered, and another hundred are in line. Instead of a ballot, the voter will receive a long "Churov's footcloth", which not a single KOIB will swallow.
At the same time, the ruling elite is rattling louder and louder about some special reforms. But the most curious thing is who will carry them out?
Will Messrs. Golodets, Livanov and Fursenko continue their education? After all, these are those who have actually destroyed the entire system of preschool education. Curtailed programs in the Russian language, literature and mathematics in high school. Introduced instead of the normal exams "Baba Yaga" - the Unified State Examination, from which the whole country is sick. The system of training in vocational schools, pedagogical universities, agricultural universities and cultural and educational institutions has been bled dry. Shamelessly breaks the Academy of Sciences. From such reforms, the founder of the Academy, Peter the Great, probably turned over in his grave.
And who will be engaged in the rise of agriculture? Is it really the “hereditary grain grower” Dvorkovich and the “livestock lawyer” Fedorov? Of his seven deputies, almost no one was seriously involved in the agro-industrial complex. Of the 14 department heads, only two have a professional understanding of this work. At the same time, Rosagroleasing was turned into a branch of the prosecutor's office, and neither noble bankers nor farmers are visible on the board of Rosselkhozbank.
Will modernization and new technologies continue to be entrusted to the "outstanding defaulter" Kiriyenko and the "chief privatizer" and destroyer of the country's unified energy system Chubais? By the way, only the direct losses of the Chubais corporation Rusnano last year amounted to more than 20 billion rubles. But these failures are paid from the state budget very generously. The average salary exceeds 400 thousand rubles, and 483 million rubles were spent on the protection of this office alone. At the same time, the transportation of the leading asses of the "nanists" cost the taxpayers 855 million rubles. No wonder, because the rent of the car "Audi 8" is laid down in the amount of 1 million 600 thousand. Miracles and more! For a couple of months of such a "lease" one could buy a chic brand new car.
I will emphasize again. This "feast during the plague" takes place in an environment where the situation in the economy, finance and politics is bad. When the majority of the country's citizens barely make ends meet.
The lessons of Cyprus, how the European Union treated Russian offshore lovers, should have suggested a lot to the authorities. By the way, the Americans have already published lists of those Russian nouveaux riches and officials who keep their capital in other offshores. An interesting fact: in these lists there are representatives of many countries, except for US citizens. It is clear that a new special operation is being prepared - to transfer this easy money to their offshores and use it to cover the colossal budget deficit. The Americans know well how to make such a weaning, they have vast experience in "dispossession" of entire countries and peoples. And the government is not able to take measures to return these funds to the country, even to force its own officials.
Today's situation is in many ways reminiscent of the events of fifteen years ago. Then, in May 1998, a few months before the default, the Communist Party warned the authorities and the country about the impending collapse. We could have avoided that default. The opposition timely warned about the danger, but we were not heard. And only after the August collapse, Yeltsin was forced to gather all the influential forces in the Kremlin and agree to the formation of a center-left government headed by Primakov, Maslyukov and Gerashchenko.
Will we again wait for a new default in order to implement the proposals of the Communist Party?
The Communist Party directly declares: the country needs a new course, a new team, a new strategy and a new information policy. A new government is needed - a government of national interests, a government of people's trust.
It is impossible to get out of the crisis without strategic planning, without a smart industrial and regional policy. Without a reliable banking system and loans available to producers. It is impossible to solve any financial issue without a state monopoly on income from mineral resources and the alcohol and vodka industry. We are not able to compete with anyone without regulation of energy prices, transport tariffs and housing and communal services. Without effective support for the village, small and medium-sized businesses. Without the taming of corruption, ratification of the 20th article of the UN Convention establishing responsibility for the illicit enrichment of officials.
It is impossible to solve any of these tasks without the formation of a personnel reserve, without taking care of the teacher, doctor, engineer and scientist, that is, without a qualitatively new economic and social policy of the state. Putin and Medvedev have enormous powers under this Constitution. No need to waste time, you need to make responsible decisions. And not to shuffle a worn out deck of “cadres” who really don’t know how to do anything, and don’t want to know how.
Only a change in the state course, political reform and the formation of a coalition government of national interests responsible to parliament can ensure a way out of the crisis and prevent an impending default.
The famous science fiction writers, the Strugatsky brothers, used the very precise word “koekakers” to refer to ebullient loafers, incompetent and dilettantes.
It's time to stop the liberal carousel of governments, consisting of such "koekakers" who only imitate activity and do nothing to revive the country.

“The government stated that it would do everything to overcome the crisis and fulfill the message of the President, which said: “The country is obliged to reach the pace of development not lower than the world”. The global development rate was 3.5 percent. We have twice as much. If we take away the raw material sector, then in fact, in all basic sectors of production, either there is a decline, or there is marking time, ”G.A. noted bitterly. Zyuganov.
“The main “result” of the government's work over the past year is that our country continues to lag behind the pace of development in the world,” concluded Gennady Andreevich. - It's extremely dangerous. We can be left behind forever. Therefore, we must say frankly and honestly: in order to reach world rates, we need a different financial and economic policy. Let's see what they offer today."
“But the budget that has been approved for the coming years indicates the opposite. In order to fulfill the next message of the president, which sets the task of ensuring GDP growth by about one and a half times, it is necessary to have a rate of about 7-8 percent,” the leader of the Communist Party believes.
“Our country had such rates before the Great Patriotic War - about 15 percent,” Gennady Andreevich further noted. - The Chinese had about 10 percent following the reforms of Deng Xiaoping. But in order to implement this program, tomorrow we need to have an additional 10 trillion rubles in the budget.”
“We had a meeting with the Prime Minister and his specialists a week ago,” said G.A. Zyuganov. - I asked him: "How do you assess the president's message, and what additional reserves are needed?" He replied: “We counted. Seven to fifteen trillion. But I say: “Let's take at least ten. And we will calculate what is needed in order to implement this program.”
“But we also need to remember that we, in fact, have been declared war,” Gennady Andreevich emphasized. - The US Permanent Representative to the UN recently, speaking at the university, said: “Russia will never be our friend. When necessary, we will negotiate with her. And so we will constantly beat and punish her.” This beating and punishment has been going on for months in a row under the leadership of Mr. Trump, whom Zhirinovsky wanted to see as President of the United States. But soon Trump will catch up with Reagan in his anti-Russian and anti-Soviet statements. As well as attacks on our country.”
“There was a smell of war in the air,” G.A. warned. Zyuganov. - Then you have to answer one more question: "How is it possible to fulfill the planned programs in the conditions of crisis and military challenges?" First, the consolidation of society is needed. But we do not see any consolidation. The main result of the government's work is the further impoverishment of citizens, which continues for 42 months in a row.
“Second, we must take care of the children and the elderly. We introduced the law on children of war four times. Despite all the promises, it has not been fulfilled,” the leader of the Communist Party of the Russian Federation recalled.
“Third, we must make sure that people have good housing. Under the leadership of the Medvedev government, the volume of dilapidated housing has recently grown by 12 million square meters. And this volume is growing like a snowball, ”Gennady Andreevich cited disappointing data.
“It is extremely important to do everything to have an educated population. This applies to every family. Baba USE continues to ruin our public education. This means that things are not going well with the consolidation,” concluded G.A. Zyuganov.
“Everything must be done,” the leader of the Communist Party of the Russian Federation emphasized further, “in order to mobilize reserves and resources. How? First of all, let's shake up the oligarchy. For the year we sell about 20 trillion rubles of raw materials of various types. More than 8 trillion never got into the budget. They don't want to take. But they supported almost four trillion of our oligarchs. They promised that they would invest this money in production. But only four percent of this amount got into production. Everything else was stuffed into pockets and sent across the cordon. They also promised to help with salaries, pensions and scholarships. But the treasury did not have real resources.”
“In order to cope, it is necessary to master ultra-modern technologies,” Gennady Andreevich urged. “But nothing of the kind is happening. Even the experience of the unique institution of Zhores Alferov remained only the property of Leningrad (Peter), but did not go around the country. They promised that they would support our people's enterprises, which turned out to be the most effective. They work brilliantly, a lot of money in the form of taxes from them goes to the treasury.
“This government, declaring stability, did not answer a single question. Stability of what? If development is stable, for this tomorrow we need to have an additional ten trillion rubles. And invest them in production, in talents, in super-enterprises, in people's production, ”the leader of the Communist Party suggested.
“If we are talking about the stability of degradation, then today it is obvious,” noted G.A. Zyuganov. - Or take high-tech products. We built the first 156 factories in China. Today, China sells $496 billion worth of such products a year. Americans - by 153 billion dollars. Three times less than China. We are seventy times less than what China sells. If you want to pull the country out of the crisis, take as a legacy the Soviet experience, Chinese modernization, and effective transformation of people's enterprises. Then you can confidently look forward.
“With the financial and economic course pursued by the Medvedev government in this composition, not a single problem can be solved,” the leader of the Communist Party emphasized in conclusion.

Dear colleagues, I carefully listened to both the President's Address and his yesterday's address to the citizens of the country. There are formulated strategic tasks. They are reflected in detail in the presidential decree, published on May 7, which outlines the program for the next six years. The main goals outlined in the decree are to ensure a technological breakthrough, the integrity of the country, the safety of citizens and the well-being of workers. One cannot but agree with this.
We have no doubt: Russia has enormous potential to overcome the crisis. We are a party of historical optimists. Only such a party could assemble a great union state from a collapsed empire. Only Soviet power could ensure victory over fascism when all of Europe was ready to fall on its knees before it. Only we could create nuclear-missile parity and be the first to break into space. But in politics, in the matter of state building, it is important to be not only optimists, but also realists.
Meeting with our faction before discussing his candidacy, Medvedev agreed: in order to immediately start implementing the new presidential decree, tomorrow we need to have 10 trillion rubles for this. We have been insisting for a long time that it is necessary to allocate serious additional funds for the development of the country, for the fight against poverty. But the government refuses all our proposals. Although we have introduced a whole package of 12 laws that allow us to form a budget that meets the above tasks. The budget approved for the next three years, which the government imposed on us, provides for a 17% cut in spending on economic development, the same cut in spending on the social sector, and a 32% cut in housing and communal services. With such a budget, it is impossible to solve the tasks facing the country.
Today there is no answer to the question: at what expense, by what means and in what time frame to fill the budget? The president ordered the government to put on the table a specific program for the implementation of his decree in three to four months. We proposed our program a year ago to the President, the Cabinet of Ministers, and the entire country. I represented her at the State Council. This is the 10 Steps to a Good Life program. Then, on its basis, the presidential program of our candidate was formulated - "20 steps of Pavel Grudinin." It allows you to restore all the most important social rights of citizens that are violated today: from a decent pension and salary to an eight-hour working day. And also to ensure the development of people's enterprises, which even in the current crisis conditions prove their maximum efficiency. Unfortunately, these proposals were not supported either.
Moreover, Grudinin and his best economy in the country continue to be under pressure after the elections. Now at the Lenin State Farm we can't even rent out a house. Although everything is absolutely legal there, and there is not a single deceived equity holder. By the way, following the world's best school and kindergartens, we are building a unique swimming pool there. And the head of this unique economy, who sets an example of social policy in the interests of the people, is being persecuted for political reasons, instead of spreading his experience throughout the country!
In today's most difficult situation, when our economy is undermined, and hostile external pressure on Russia is increasing every day, we must draw five key conclusions.
First. We have not integrated into the global market on an equal footing, and no one is waiting for us there. He needed us as a logging site, a quarry and an oil and gas pipe. And henceforth we will be needed by the West only in this capacity. But now he wants to finally solve the problem of destroying not only the economic, but also the state sovereignty of Russia. And take our resources under direct control. Therefore, even our oligarchy, which brought crazy money abroad, directly harming Russia and helping to strengthen the foreign economy and financial system, still fell under sanctions. For example, Mikhail Fridman has invested 450 billion rubles in the medical industry in America and Britain. But he also got into the sanctions lists.
Second. We have been pressured and will continue to be pressured. Nobody in this world needs us as competitors, because we own a third of the main strategic wealth. Over the past 100 years, sanctions have been applied against our country 170 times. Of these, 110 were invented by the Americans. And the pressure from them will only increase. It is pointless to count on a solution to this problem, on a new thaw in relations with the West. He won't. We must clearly realize this and stop pursuing a socio-economic course according to Western recipes. And our government continues to do so.
Third. A new era of world redistribution has begun. Americans are beginning to print dollars en masse. There is a big squabble ahead: whether Trump will crush transnational capital in the interests of the American economy. Either the globalists will prevail, whose strategic goals do not correspond to the economic independence of any country, including the United States. We need to take advantage of this moment to untie the ruble from the dollar and make it a real investment currency.
Fourth. We have declared war. And war requires cohesion, mobilization and new technologies. It seems that the president has recently begun to pay more attention to the problem of technological renewal. He recently visited the Novosibirsk Academgorodok and approved the development program for its second stage. We are ready to support innovative projects as much as possible, and we have someone to do it. Zhores Alferov has the best research institute not only in the country, but also in the world. We have a strong team: the same Melnikov, the same Kashin. These are people with great scientific training and unique experience.
And fifth. We have a serious contradiction between foreign and domestic policy. Foreign policy is becoming more and more independent and independent. And the internal one is still built according to liberal patterns. Without resolving this contradiction, we will not be able to get out of the crisis and guarantee the country's security. No one in history has yet been able to combine an independent foreign course, maintaining the status of a great power, and subordinating domestic politics to the interests of transnational capital and a home-grown oligarchy.
Lately, the government has been constantly urging us to be optimistic. But optimism must be confirmed by a qualitatively new policy and a strong team. In the meantime, there are actually three factions in your government. Siloviki and international officials directly subordinate to the President. These are strong and intelligent people. A social bloc that is not able to decide something - there are simply no funds left for this with such a budget. And the financial and economic block, in which it was necessary to make a complete personnel renewal for a long time. The key role in it is played by market fundamentalists, who will always impose the same “program”: to serve foreign capital and the oligarchy.
We are significantly behind the rest of the world in terms of development. For 100 years, the pace of our development has exceeded the world average. But in the last 10 years they have been an order of magnitude lower. The government reports with pleasure that over the past 5-6 years we have added 6-7%. And the world has added 30% during this time, China has added 70%. The main economic tasks set by the President in his decree are to achieve a growth rate of 3.5% annually, increase GDP per capita by one and a half times and enter the top five economies in the world. But for this, the Russian economy needs to grow at least 7% every year. What can be the basis for this in the current socio-economic course, which is completely contrary to the tasks of new industrialization and innovative breakthrough?
We have a unique Soviet pre-war experience - 15-20% growth. The amazing experience of the Chinese - 10% in 30 years. The unique experience of the same Germans. We have a convincing example of the Primakov-Maslyukov-Gerashchenko government, which achieved a 24% growth in industry in a year. And today's "growth" within the limits of statistical error is barely kept at the expense of the commodity sector alone. If you are going to decide something, invest in the development of the country!
Our population has been impoverished for 44 months in a row. This is absolutely not normal! And who gets rich? 200 oligarchic clans! They have already concentrated $500 billion in their hands. Multiply by sixty and get 30 trillion rubles. This is more than the reserves of the Central Bank and the savings of all Russian citizens combined. So at least make these oligarchs invest in our country, from which they profit! But the government does not take any measures for this. And he only talks about abstract "private investments", which we do not see in reality.
How did Roosevelt solve this problem in his time? He gathered American moneybags and said: “Either you give me half, and I will pay off the poor, organize public works, or we will have the same as in Russia in the 17th year. And you will lose money and heads. And everyone agreed. And we are ready to blow off dust particles from our moneybags, without demanding anything from them. Even though they don't even want to pay normal taxes!
Our depreciation of fixed assets is growing every day. Even in Gazprom it is 55%.
Banks. Several years ago, our bankers promised that if they were given money, they would invest it. The President took from them a corresponding obligation. As a result, the banking sector did not invest even 5% of the funds there. Again stuffed everything in their pockets!
It is fundamentally important for us to achieve independence from foreign capital. And it is now 45-95% in the basic sectors of our economy. What kind of independence, what kind of economic sovereignty can we talk about in such a situation? Tomorrow they will simply take us by the throat, taking advantage of Russia's deep economic dependence! It is high time to realize that this is a matter of our national security.
Everything is spelled out correctly in the Message of the President. But if it is not technologically implemented now, it will be too late tomorrow! We are ready to participate in this. We have a program and we will implement it. You will see that it is absolutely in demand, it meets the interests of citizens. This program is prepared by the best specialists.
We must understand: the infrastructure of the country and its economy as a whole depend on the state of the construction industry! And the vice-premier for construction will be a person who has no professional relation to this area and hardly understands anything in it. I don't want to offend him, but construction is a great thing! Gosstroy in the USSR was the most powerful construction organization in the world. Kosygin's first deputy worked at Gosstroy. There were 9 verticals of integrated enterprises and organizations that were built not only in the USSR, but also in many other countries.
The government has planned 20 rural programs. 8 trillion is allocated for them. And for the sustainable development of the village - only 16 billion of this amount. Why such an unacceptable bias? After all, 38 million people live there, and one job in the countryside gives at least six jobs in the city. Then let's proportionally support this industry!
Where will we get the money from? Let's get together and resolve this issue quickly. Previously, the president practiced this form of work. And now we were not even asked how we assess the proposed composition of the Cabinet of Ministers. This is not true! The country's leadership is obliged to regularly consult with those who determine the temperature in society and real politics. Especially in the current conditions, approaching wartime conditions, when the consolidation of politicians and society is more expensive than gold reserves.
As for the priority measures that need to be taken in the very near future. Children of war - there are 14 million of them. 140 billion rubles are needed for their social support. At the same time, additional budget revenues amount to 1 trillion 300 million. Are we greedy again?
The science. We are ready to demonstrate our approaches and our capabilities at Akademgorodok in Novosibirsk.
The forest in the country is still on fire, because the brilliant proposals on forestry management and its protection, prepared by our deputies, our specialists, were rejected. We are ready to work out our own solution to this problem in the Irkutsk region, which is seeking to improve socio-economic results.
In my homeland, in Orel, the best factories in the field of instrumentation and electronics worked.
